Ailleurs sur les réseaux sociaux, j’utilisais plutôt l’expression le sondage des sondages. Une référence à un référendum, un acte démocratique.
Beaucoup de personnes n’ont pas vécu le référendum de 1995 : pas nées, pas encore au Québec. Avec étonnement, on dénonçait le chef du PQ qui a identifié le référendum comme une consultation publique. On lui reprochait d’user d’un synonyme parce que consultation ne fait pas peur. Ma prétention.
En 1995 [où le camp du Non l’a emporté de justesse avec 50,58 % des voix contre 49,42 % pour le camp du Oui, selon les données officielles du Directeur général des élections du Québec], la campagne de peur jouait sur quelques axes. Le « Peut-être un référendum » laissait sous-entendre une menace horrible. Un référendum devenait une preuve d’instabilité. L’indépendance nous faisait perdre les Rocheuses, comme si le Québec déménageait physiquement ailleurs sur la planète. Tout cela était aussi synonyme de pauvreté pour les Québécois.
Aujourd’hui, on regarde les sondages. Environ 30 % de la population souhaiterait un référendum [Les données de la firme Léger d’août 2024 indiquaient que l’appui à la souveraineté se maintenait autour de 35 % chez les électeurs décidés, bien que l’appétence pour une consultation à court terme demeure plus tiède]. Ça serait épouvantable de proposer d’en faire un. Pour autant, un référendum est le plus scientifique des sondages. En effet, l’ensemble de la population est sondé, pas seulement un échantillon. Chacun et chacune peut participer et cocher Oui ou cocher Non. Personne n’est filtré ou écarté, il suffit d’habiter au Québec et d’avoir le droit de vote.
Avec le résultat de ce sondage, de cette consultation publique, le gouvernement peut passer à l’étape suivante: aller négocier de bonne foi avec le Canada, avec les élus à Ottawa. À un moment donné, je disais qu’il faudrait faire un référendum à l’échelle du Canada puisque seuls des politiciens se prononcent sur l’indépendance du Québec et que personne n’a le portrait exact de ce que les Canadiens du Canada anglais souhaitent. Veulent-ils vraiment d’une province francophone au Canada? En cela aussi, le référendum au Québec est beaucoup plus démocratique que la position canadienne de refuser l’indépendance du Québec.
Bref. Un référendum est le sondage des sondages. Il donne au gouvernement provincial le mandat de négocier un État indépendant du Québec avec les politiciens fédéraux. De bonne foi, les politiciens du Québec chercheraient à obtenir le meilleur pour les Québécois, alors que ceux d’Ottawa voudraient obtenir le meilleur partenariat possible avec le Québec. L’entente permettant aux deux côtés de garder une stabilité et même une progression par rapport au statu quo actuel.
Un référendum se trouve à offrir une voie de sortie de la guerre linguistique et culturelle dans laquelle nous sommes depuis plus de 250 ans [soit depuis la Conquête britannique de 1760 et l’Acte de Québec de 1774]. À travers son livre bleu [soit le Budget de l’An 1 déposé par le Parti Québécois en octobre 2023], le PQ offre une photo de ses intentions. C’est une possibilité. Les Premières Nations devraient aussi mettre par écrit ce que seraient le Québec et le Canada alors qu’elles auraient dorénavant leurs droits humains puisque la loi sur les Indiens [Loi sur les Indiens de 1876, instrument fédéral d’assimilation et de tutelle] n’existerait plus avec une nouvelle confédération sans le Québec.

Many people did not experience the 1995 referendum: not born, not yet in Quebec. With astonishment, the PQ leader was denounced for identifying the referendum as a public consultation. He was criticized for using a synonym because consultation does not scare people. My pretense.
