Chronique de l’ombre : Une consultation responsable

Avouons-le : rien ne sera facile ! Je ne parle pas du Québec, mais de ma propre reconnaissance en tant que journaliste, ou même, plus curieusement, en tant que média. Avoir publié un livre sous plusieurs formats, chacun doté de son propre ISBN, via une maison d’édition incorporée ne semble pas suffire. Pourtant, des journalistes collaborent avec moi de manière expérimentale. Nous faisons corps.

Remarquez que cette dynamique fonctionne aussi pour le référendum. D’une consultation sur l’indépendance promise dès un premier mandat, nous sommes passés aux « conditions gagnantes », puis graduellement au « peut-être », et enfin à la « menace référendaire » du peut-être. L’incertitude du résultat étant imprévisible, la planification d’un référendum nécessite un gouvernement favorable déjà en place.

Verrait-on des indépendantistes planifier ce scrutin alors qu’un parti fédéraliste gouverne ? Cela n’aurait aucun sens. Le gouvernement n’aurait qu’à multiplier les obstacles pour rendre chaque proposition irréalisable. On l’a vu avec les conditions gagnantes : même lorsqu’elles étaient floues, il était simple pour un fédéraliste convaincu de les deviner et de faire l’inverse.

Le pas le plus important consistait à faire disparaître la notion de « menace » du discours indépendantiste. Ce n’est pas nous qui menaçons. C’est une bonne chose de faite.

Le plan est clair, et je l’ai partagé publiquement sur mon blogue devenu journal : le Québec participe à l’économie internationale et protège l’économie de chaque nation, de chaque « route de la soie ». Ce n’est pas que théorique. Nous nous sommes tenus debout pour l’Ukraine, pour l’autonomie militaire de la France et de l’Europe, pour une Afrique unie et respectée, pour un traitement humain de l’Asie et pour le Groenland. Le concept québécois des deux paliers de gouvernement permet même l’impensable pour les Autochtones : retrouver leurs territoires. Ce même concept pourrait s’appliquer à Israël et à la Palestine. Tout est une question de bonne foi.

Voilà dans quelle condition PSPP devrait tenir son référendum : sous le signe de la bonne foi québécoise, canadienne et internationale.

Shadow Chronicles: A Responsible Consultation

Let’s face it: nothing is going to be easy! I’m not talking about Quebec, but about my own recognition as a journalist, or even, strangely enough, as a news outlet. Having published a book in several formats, each with its own ISBN through an incorporated publishing house, isn’t enough. Yet, journalists collaborate with me experimentally. We are a unified front.

Note that this dynamic also applies to the referendum. From a consultation on independence in a first mandate, we moved to « winning conditions, » then gradually to « maybe, » and finally to the « referendum threat » of « maybe. » Since the outcome of such a consultation is unpredictable, planning an independence referendum requires a favorable government in power.

Would we see sovereignists planning this referendum while a federalist party is in office? It makes no sense. The government would simply throw spokes in the wheels, making every proposal hellish to implement. We saw this with the winning conditions: even when they were vague, it was easy for a staunch federalist to guess them and do the exact opposite.

The most important step was to remove the idea of a « referendum threat » from the sovereignist side. We are not the ones threatening. That is a good thing done.

The plan is obvious, and I have shared it publicly on my blog-turned-journal: Quebec participates in the international economy and protects the economy of every country, of every « Silk Road. » This isn’t just theoretical. We have stood up for Ukraine, for the military autonomy of France and Europe, for a united and respected Africa, for the humane treatment of Asia, and for Greenland too. The Quebec concept of two levels of government allows for the unthinkable for Indigenous peoples: reclaiming their territories. This same concept could apply to Israel and Palestine. It is all a matter of good faith.

This is the condition under which PSPP (Paul St-Pierre Plamondon) should hold a referendum: in the spirit of Quebec, Canadian, and international good faith.
