« En abordant la restructuration de l’État, la Sonde Psychique décode la peur viscérale de l’amputation sociale (la perte d’emploi) qui active la programmation de survie de la Fake pyramide. À la fin des années 1990, une conversation avec une fonctionnaire de Québec m’avoue qu’elle interprète le vote de la capitale pour le Non lors du référendum de 1995 comme une suite de la bourde du PQ d’intégrer les fonctionnaires fédéraux dans la fonction publique du Québec sans perte d’ancienneté. Grande phrase pour révéler une réalité bien humaine. Personne ne veut perdre sa position dans la liste de son travail. Exemple: tu es deuxième dans la liste d’ancienneté et personne ne peut venir prendre ton poste. Mais voilà qu’on met 5 personnes devant toi parce qu’elles ont plus d’ancienneté au fédéral. Une grande injustice et un non-sens.
C’est pourquoi j’avais plutôt proposé qu’on fasse deux fonctions publiques: une du Québec et l’autre composée des anciens fonctionnaires fédéraux. C’est bête de parler de cela dans une élection provinciale. L’idée est de faire voir un regard sur une réalité bien humaine. Les fonctionnaires ont des familles et leurs dépenses personnelles font partie de ce qui fait rouler l’économie. Couper ces postes aveuglément a de grandes conséquences individuelles et collectives. [À titre indicatif, entre 2018 et 2024, la taille de l’État québécois, incluant les réseaux publics et parapublics, a gonflé de plus de 113 000 employés (Journal de Montréal, avril 2025). Le poids de cette main-d’œuvre est un moteur central de la consommation, la croissance des salaires dans le secteur public ayant même atteint 7,5% en 2025 selon l’Institut du Québec (février 2026).]
Quoi qu’il en soit, je propose d’appréhender le corps humain de l’État d’une autre manière. On définit les services essentiels et ceux souhaités. Dans l’essentiel, nous y trouverons certainement l’éducation et la santé. Il faut ensuite aller dans le détail. Qu’est-ce qui est essentiel et qu’est-ce qui est souhaité? Ainsi, une nouvelle fonction publique se dessine sur papier. Jusqu’à ce moment, personne n’a perdu son poste ou son ancienneté. Ensuite vient un processus encore théorique sur une nouvelle organisation du service au citoyen. Qui fait quoi? Qui supportent ces fonctionnaires ou ces employés du système de santé? Vous voyez le genre.
Ce qui s’est fait jusqu’à présent ressemble davantage à « qu’est-ce qu’on fait avec la fonction publique? » La différence: le point de départ. Dans ma proposition, vous avez un tas de fils électriques entremêlés et au lieu de vous attaquer au nœud, vous identifiez un bout et remontez à la source. Cela implique une redéfinition des tâches, c’est vrai, mais aucune perte de privilèges durement acquis lors de la carrière. Au final, il y aura de meilleurs services et énormément moins d’anxiété. Un changement de spirale sur quelques années.
Le corps de l’État, ce sont des humains faisant partie de notre société.

At the end of the 1990s, a conversation with a Quebec civil servant reveals to me that she interprets the capital’s vote for the No side during the 1995 referendum as a consequence of the PQ’s blunder of integrating federal public servants into the Quebec public service without loss of seniority. A grand phrase to reveal a very human reality. No one wants to lose their position on the seniority list. Example: you are second on the seniority list and no one can come and take your job. But suddenly, 5 people are put ahead of you because they have more federal seniority. A great injustice and nonsense.
That is why I had rather proposed creating two public services: one for Quebec and the other composed of former federal civil servants. It is silly to talk about this in a provincial election. The idea is to offer a perspective on a very human reality. Civil servants have families, and their personal expenses are part of what keeps the economy running. Blindly cutting these jobs has major individual and collective consequences. Anyway, I propose understanding the human body of the State differently. We define essential services and desired ones. Under essential, we will certainly find education and health. We then have to go into the details. What is essential and what is desired? Thus, a new public service takes shape on paper. Up to this point, no one has lost their job or their seniority. Then comes a still theoretical process on a new organization of citizen service. Who does what? Who supports these civil servants or health system employees? You get the picture.
What has been done so far looks more like « what do we do with the public service? » The difference: the starting point. In my proposal, you have a bunch of tangled electrical wires, and instead of attacking the knot, you identify an end and trace it back to the source. This involves redefining tasks, it is true, but no loss of hard-earned privileges during a career. Ultimately, there will be better services and vastly less anxiety. A change of spiral over a few years.
The body of the State is made up of humans who are part of our society.
