Des anciens habitants, des jeunes qui ont décidé d’aller étudier à l’extérieur reviennent vivre dans leur village. Disons trois. Le village est sur la corde raide. Pour aider, on invite des immigrants à venir aider à l’école et à l’hôpital, mais aussi des travailleurs de la construction pour agrandir le village, sa capacité d’hébergement. Mais le maire d’Utopia se rend compte qu’il faut loger ces personnes, éduquer leurs enfants et soigner tous ces nouveaux arrivants.

Pour vitaliser son village, il fallait d’abord faire de la place, s’assurer d’une capacité d’accueil.

Le gouvernement, trop endetté, n’a plus les moyens de financer rapidement les chantiers titanesques, de supporter le système de santé nécessaire ou même de faire suivre le système d’éducation qu’exige cette croissance démographique. La solution n’est pas de fermer la porte à double tour, mais de créer cette zone tampon : prendre le temps de construire, de rebâtir notre capacité d’accueil matérielle et culturelle, pour ensuite avoir les moyens de recevoir ces nouveaux arrivants dignement, sans faire craquer la structure.

Proposition de consommateur, cote de crédit abaissée et impossibilité de me loger parce que les propriétaires font des enquêtes de crédit.
