J’entends quelqu’un critiquer l’exploitation du gaz naturel en Colombie-Britannique. « Il n’y a aucune étude scientifique qui démontre que cette exploitation réduira celle du charbon, par exemple. » Citation de mémoire. L’ai-je écrit dans une chronique ou simplement dans mes notes? Je faisais ce lien paradoxal pour le développement minimal de notre industrie du pétrole. En gros, je prétendais que notre pétrole « propre » remplacerait le pétrole lourd de l’Alberta.

Nous avons tous les deux raison. Voici la base de mon raisonnement. Ce développement économique vise une stabilisation de notre système social-démocrate, car il aidera à financer le manque à gagner en santé et en éducation. En cela, ce pétrole vise un équilibre sain. Il évite aussi un oléoduc provenant de l’Ouest.

Il faut comprendre le point de vue canadien de la chose. Le pétrole de l’Ouest serait raffiné dans les Maritimes. Une aide financière, en quelque sorte, et de l’emploi, bien sûr. L’idée est que le pétrole québécois pourrait avoir ce partenariat avec les Maritimes.

Quelques puits regroupés et un train qui transporte le produit jusqu’à la raffinerie. Le train pourrait avoir son propre traversier. Une solution qui existe en Europe. Le train monte à bord du traversier. Par la même occasion, cela crée de l’emploi dans ces régions essentiellement occupées par les Premières Nations qui acquerraient un moyen de transport intéressant. Le chemin de fer aurait cette double fonction. Cela existe pour le bois, me semble-t-il. D’autre part, cela ne nous empêche pas de développer notre parc automobile électrique. Au contraire, puisque nous avons aussi une entente avec Terre-Neuve-et-Labrador pour augmenter nos capacités réciproques en électricité. Did I write this in a chronicle or simply in my notes? I was making this paradoxical connection regarding the minimal development of our oil industry. Basically, I was claiming that our « clean » oil would replace Alberta’s heavy oil.

We are both right. Here is the basis of my reasoning. This economic development aims to stabilize our social-democratic system, as it will help finance the shortfall in health and education. In this, this oil aims for a healthy balance. It also avoids a pipeline coming from the West.

We must understand the Canadian point of view on this matter. Western oil would be refined in the Maritimes. Financial aid, in a way, and employment, of course. The idea is that Quebec oil could have this partnership with the Maritimes.

A few clustered wells and a train that transports the product to the refinery. The train could have its own ferry. A solution that exists in Europe. The train goes aboard the ferry. At the same time, this creates employment in these regions primarily occupied by First Nations, who would acquire an interesting means of transportation. The railway would have this dual function. That exists for timber, it seems to me.
